TIH's articles of association state that TIH, on behalf of its participants, will execute all managerial and administrative tasks they have under The Port and Seaways Act, and which are relevant to the joint harbour area.

The Port Authorities is managed by a Port Council of 16 members. The Port Council meets at least twice annually. Moreover, a Port Committee of 8 members is appointed to manage TIH activities.
